Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are waged: positive announcements are released from different nations. Significant resources is devoted on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, endure.
Tactical Assessments
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from believing that the situation will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its benefit.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
